Increasing numbers of foreign graduates express interest in US licensure. Some dental schools havemade a business from retraining foreign grads. Where does this lead our profession? Does the promulgation of dentists with "clinic dentist" experience and attitudes feed managed care? Do they create a false economy of budget dentistry? Do they provide a service by increasing access to dental care?
